**BUG REPORT**
**Please add the branch name [Native]/[Master] at the header of the Isssue title.**
1. Please describe the issue you observed:
- What did you do (The steps to reproduce)?
1. Use a Java SDK and a Go SDK to connect a RocketMQ Cluster to consume a topic at the same time with the same GroupId.
2. Or use a CPP SDK and a Go SDK to connect a RocketMQ Cluster to consume a topic at the same time with the same GroupId.
- What did you expect to see?
the message should be consumed successfully with clustering mode;
- What did you see instead?
messages in some MQ are consumed both by Java and Go SDK and some messages are never be consumed.
2. Please tell us about your environment:
- What is your OS?
macOS
- What is your client's version?
Java SDK 4.6.1, Go native, CPP 2.0
- What is your RocketMQ version?
4.6.1
3. Other information (e.g. detailed explanation, logs, related issues, suggestions on how to fix, etc):
it is OK to use a Java SDK and a Go SDK to connect a RocketMQ Cluster to consume a topic at the same time with the same GroupId.

the message queue list got from the broker should be sort by ASC before do rebalance.
