More changes before tagging

Hi,

Does anyone object if I switch turbine over to being a little more
standard with the build files? Use build.xml and try and get people
to use the $ANT_HOME/bin in the path method so we can get rid of
the .sh|.bat files. I would like to do the same with the TDK.

Also can people start perusing the proposals just to get familiar
with them. There are a couple I want to flesh out but hopefully
we can start collecting votes later next week, or at least start
discussing some things we want to change. Thanks.

Make sure to go through all the documentation references and change it as
well.
