ServletContextImpl#normalizePath explicitly strips the preceeding slash from a resource request before calling HttpContext#getResource. This behavior is different from the Pax Web implementation. Not sure that the HttpContext specification is conclusive, but at least this is inconsistent with ServletContext#getResource that states: "Returns a URL to the resource that is mapped to a specified path. The path must begin with a "/" and is interpreted as relative to the current context root."
