(was: One thing that I am still not happy about is that the old operators are also now using the FlatTopology which is kind of a regression. There are two ways to go about this:
i. We either make the necessary changes to support TreeTopology for Scatter & Gather or
ii. We make the topology configurable or automatic to support the best possible case and use TreeTopology where possible. For instance if there is a use case that only uses broadcast and reduce, one should be able to use TreeTopology. If we make this change the examples need to be addressed to use these modifications.

Ideally (i) would be better. But if we want to stage it into two work items, I am ok with (ii) as well.)
