   0.20.1
   
   ### Expected results
   When I add the role "alpha user", which has the "menu access on Import Dashboards" permission to a user, I expect the user to see the menu "Manage / Import Dashboards"
   
   ### Actual results
   The user can't see the "Manage" menu, so, can't see the "Import Dashboards" menu.
   
   ### Steps to reproduce
   - Create user
   - Give "alpha" role to user
   - Login as user
   - Try to find "Manage/ Import Dashboards" menu.
   
   ### Possible Fix
   Add "menu access on Manage" permission to alpha user ????
