Subject header not being rewritten

After rebuilding my server and installing SA 2.63 (via perl -MCPAN -e  
shell -> install Mail::SpamAssassin) I am not seeing the Subject  
getting rewritten:

$ cat /etc/mail/spamassassin/local.cf

I am running spamd:

% psa spamd

/usr/local/bin/spamd -a -c -d -m 16 (perl)

Spam IS getting tagged:
