[I] Add a retry mechanism to airflowctl [airflow]

### Body
Add a retry mechanism to airflowctl to increase consistency. It will be similar to what we have in TaskSDK or Edge. Clientwise, airflowctl is closer to TaskSDK, so we don't need to reinvent the wheel. We can follow the same approach.
To increase airflowctl's consistency.
