API Technical Specification

I have written a quick technical specification to help understanding of the
development of the new API server and client side application. I wrote a
mock service to be provided in place of the HttpClient service for the
independent development and testing of the client side application. It
follows these specs. The spec is attached as a PDF.

I think PDFs might be stripped off by the mailing list software used at 
Apache.

Robby - Would it work to just include the information in the body of an email 
message?  If not, it may be best to open a JIRA issue about it and attach the 
PDF to the issue.  That way, it will be preserved on ASF infrastructure for at 
least a fairly long time.
