Atlas configuration now has multiple logical panels and provides a better configuration experience

The panels are available for viewing at http://104.196.94.185:8080/#/main/services/ATLAS/configs

NOTE:  this is a preliminary submission which will probably ahve to be fixed/enhanced as the project matures.
