Introducing option txrep_report_details to add TxRep details to the rule's
description in the message report or summary.

Implemented as an option, disabled by default, because  (a) the details added
usually are much more lines than for RBL rules, and  (b) there are line
wrapping issues with more than 2 lines for a description.
