the proximal cause is HBASE-14085. prior to that patch we excluded {noformat}**/target/**{noformat} ourselves in our local rat config. I removed it there because build dirs are supposed to be excluded and a generic filtering of everything named target could mask other problems.

I don't think this happens on master; curious to see if it happens on branch-1. I suspect it might be an issue with the older rat plugin version used on 0.98.
