The intent is to treat a config.yml as a native input for a flow definition into NiFi.
There are certain assumptions about how this would work in the case of MiNiFi:
* a flow only needs to be read at start time
* the config.yml is effectively read-only from within nifi
* the totality of information would be the same information that could be expressed via a template
* the YAML should be mapped into a native flow object, avoiding the intermediate flow.xml format as had been done in minifi java
