[SPARK-59834] Upgrade the base image to `alpine:3.24`
### What changes were proposed in this pull request?
This PR aims to upgrade the base image of the final stage of `build-tools/docker/Dockerfile` from `alpine:3.23` to `alpine:3.24`.
### Why are the changes needed?
`Alpine 3.24` is the latest stable release (`alpine:latest` is `3.24.2`) and it is supported longer than `Alpine 3.23`.

In addition, the `jlink` stage image, `azul/zulu-openjdk-alpine:26` (Zulu 26.0.2.1), is already based on `Alpine 3.24.2`. This PR makes the final stage use the same Alpine release as the stage where the custom JRE is created.

### Does this PR introduce _any_ user-facing change?
No.
### How was this patch tested?
Pass the CIs. In addition, I manually built the image on `linux/arm64` and verified that the operator starts in the same way as with `alpine:3.23`. The image size is almost the same (+1.6KB).
