The original enquiry was during the finish phase, when it was more confusing:

If I want the files to become available at [downloads.apache.org/pekko/2.0.0-M1](http://downloads.apache.org/pekko/2.0.0-M1), where should I move them? `2.0.0-M1`? `repos/dist/dev/pekko/2.0.0-M1`? Not move them at all? Something else?
