(I18n) for WebApp

Omkar Reddy commented on CLIMATE-409:
-------------------------------------
Hello [~lewismc],
I know we have been over this but what I think is we must implement a map that is completely in english. I encourage this because our web-app itself is in english which is on a presumption that every user has a capability of reading english. I will send a PR soon if the above mentioned is okay with everyone. We can merge it accordingly.
Thanks.

> Right now the map (widget) is static in the sense that is shows countries in their native languages... this is not ideal as say for example I do not know the native name for a particular country...
> It would be nice to have a language drop down which would then dynamically change the countries... cities, etc to that locale.
