[I] KEYS files don't apply to Attic, Comdev, Incubator etc (tooling-trusted-release)
sebbASF opened a new issue, #134:
URL: https://github.com/apache/tooling-trusted-release/issues/134
https://release-test.apache.org/keys/upload? may include PMCs which do not normally have KEYS files.
For example:
Attic
ComDev
Incubator - in this case, KEYS files are located at podling level, not at the IPMC level

Please add a configuration or a policy that has a list of committees that are excluded from all KEYS activities.
This should include these Committees to start: Attic, Incubator, ComDev, Gump, Whimsy, Logo Dev, Petri.

Yes, that should be the effect, you cannot "start a release". I don't think that the ATR should delete information other than the usual removing of releases from downloads.apache.org. There always will be archives.apache.org for all historical releases.

Update and use the committees without releases global in atr/util.py

This was partially resolved in a44adfcdb9c8d17cad48a7d0d5bf4adcebd39bec. The standing committee list still needs updating.

Also Incubator. Although it is the parent of the podlings, they release under their own directories and have separate KEYS files.

Attic'd projects "should" still be in ATR, right? As in, archived artifacts still served, along with metadata about all of them. Possibly even ongoing monitoring of their dependency tree against CVEs. ... I'd guess the only thing turned off is to "start a new release". ??

Just like for "dormant" projects we will need to mark certain committees as "non-releasing" which will remove them and their projects from the ATR.
- Attic
- ComDev
- Logo Development
- Whimsy
Are the ones that come to mind.
