Compiling a servlet

I'm unable to compile a simple servlet. getting error...

C:\Tomcat\webapps\ROOT\WEB-INF\classes\HelloServlet.java:2: package
javax.servlet does not exist
import javax.servlet.*;

is this the forumn to look for help?
