[PR] [C++][Python] Add string -> date cast kernel (fix python scalar cast) [arrow]

jorisvandenbossche opened a new pull request, #38038:
URL: https://github.com/apache/arrow/pull/38038

   ### Rationale for this change

Adding `string -> date32/date64` cast kernels, which then also fixes the pyarrow scalar cast method (which was earlier refactored to rely on the general cast kernels)

After merging your PR, Conbench analyzed the 6 benchmarking runs that have been run so far on merge-commit 241b99acbb97df93cfa02429cc712391a37de5e3.

There were no benchmark performance regressions. 🎉

The [full Conbench report](https://github.com/apache/arrow/runs/17664143582) has more details. It also includes information about 12 possible false positives for unstable benchmarks that are known to sometimes produce them.
