[users@httpd] webpage access not work, please help

    new error, after I go to my /usr/lib/cgi-bin/   to create a file
  entrance.cgi

 > and put a space char in it. then chmod 777 that entrance.cgi and up 
one level, chmod 777 cgi-bin
 > revisit my site, hit submit botton
