Currently the new account creation scripts assume the name of a pmc lists is pmc@tlp.
This is no longer true; new tlp's are being created with private@tlp instead.  Unfortunately
the account creation script assumes the pmc list is named pmc@tlp.

I would like to fix the account creation script by assuming every pmc can be reached via
private@tlp.  I don't care if the existing lists are renamed, or additional aliases are created.
The board passed some resolution in this regard, it's probably time we started enforcing it.
