setting handler resolver on dispatch client does not call expected handlers

Setting handler resolver on dispatch client does not call expected handlers.  Turns out it is due to the binding being replaced between BindingProvider initialization and calling.  I've removed the call that does this, and added a test.  Patch will be attached shortly and I'll commit the fix.
