(yes, this is an old PR.  Sorry it wasn't dealt with sooner).
This is the way suexec is supposed to work.  There is now
some documentation that should say something like that.
If you use virtualhosts, they all have to be under the
same directory because they are _not_ treated like ~user
requests.
