[DISCUSS] Reduce pull request CI runner usage
Hi all,
Pull request CI is currently blocking merges. Recent Linux jobs have spent around 100 minutes waiting for a runner.
I opened https://github.com/apache/maka/issues/3259 with the measurements and proposed scope.
For the first change, I propose:
* keeping one stable pull request gate for the checks required on normal changes;
* moving broader validation to a manually triggered workflow;
* keeping release and security checks separate; and
* not adding daily or weekly workflows yet.
This should reduce runner demand without removing broader validation. Scheduled workflows can be considered later if the manual workflow is not sufficient.
Because the queue is already blocking work, I plan to prepare a draft pull request while this discussion is open. I will not merge it while there are unresolved objections. If there are no objections after 72 hours, I will treat that as lazy consensus.
Please comment especially if there are checks that must remain part of every pull request.
AI assistance: Codex helped analyze the CI workflows and edit this proposal; I verified the evidence and conclusions.
Thanks,
Yuhan

RE: [DISCUSS] Reduce pull request CI runner usage

Hi all,
PR #3261 is now green and has been reviewed and approved by a Maka committer.
The current CI runner fan-out is actively blocking pull requests across the repository. Since this change is limited to CI configuration, has independent human review, and is straightforward to revert, I am going to merge it using the repository's expedited self-merge path rather than wait for the previously proposed 72-hour lazy-consensus period.
The change remains open to post-commit review. If it causes regressions or the community objects to the approach, we will revert or adjust it promptly.
Thanks,
Yuhan Lei (astrohan, @Astro-Han on GitHub)
