**Is your feature request related to a problem or challenge? Please describe what you are trying to do.**
It currently isn't possible to interact with the substrait protobuf bytes without reading them from file or writing them to file. It would be convenient to refactor and add two utility methods for directly obtaining the serialized protobuf bytes and the deserialized plan from existing protobuf bytes without having to interact with the filesystem.
**Describe the solution you'd like**
