   @vvcephei I have a couple meta questions about the missing tests: in `test_metadata_upgrade` we are testing upgrading from `metadata_2_versions` to `metadata_3_or_higher_versions`, where `metadata_3_or_higher_versions` includes up to trunk versions, would that provide some coverage?
   
   A second question is that, we should still keep the "downgrade" test from `trunk` to the specified old version, right?
