The board minutes are only published after being approved, which
usually happens at the next meeting so in a month or so. But yes, I
was at the meeting and the Groovy TLP resolution was accepted
unanimously, congratulations!
The chairman should send his usual "ASF board meeting summary" message
to committers@ soon, but it's public information now that I told you
here ;-)

The meeting minutes should be published soon, until then I don't know of any official links to the resolution.
I just can not think of any reason why it won't be approved. Not speaking for the board, of course.
