[PR] [To dev/1.3] Fix fail-open authorization for pipe config plans (#18488) [iotdb]

Backport #18488 to dev/1.3. Reject unknown ConfigNode pipe plans, harden pipe plugin paths and metadata, and add Java 8-compatible regression tests. Tested: mvn test -pl iotdb-core/node-commons -Dtest=PipePluginExecutableManagerTest,PipePluginMetaTest -DfailIfNoTests=false.
