ECF 3.13.1 released

ECF 3.13.1 is available.

It can be installed into Karaf via features [1] and/or into Eclipse [2].

ECF implements the OSGI R6+ Remote Services and Remote Service Admin 
specifications, and tests via the OSGI compatibility test suite.

Highlights

New distribution providers available on ECF github org [3], based upon 
Google rpc/protocol buffers, XMLRPC, Apache CXF, Jersey, MQTT, and 
others [3].    For a complete list of ECF-created distribution providers 
see [4].

Simplified APIs for creating/adding distribution providers [5]

Additional/new Eclipse views for creating, testing, running, 
discovering, importing, and runtime management of remote services [5]

New Tutorials and Other Docs [6]
