The Tomcat welcome page, that is the index.jsp page of the ROOT webapp, is invalid HTML, starts with an incorrect doctype, uses presentational tags and table-for-layout. Additionally, it fails accessibility checks.

I will attach a redesigned index.jsp and associated stylesheet. It is based on the page included with Tomcat 4.1.18 and fixes all of the above, as well as bug #15879. I have checked that it looks good on modern browsers and degrades gracefully on older ones and text browsers. Additional checks are very welcome, however (I don't own every browser in the world...).
