Tomcat 4.1.12 unable to be started/stopped with Windows Services manager

After installing Apache 2.0.42 and Tomcat 4.1.12, I ran into a problem after 
restarting my machine (which is running Windows 2000 build 2195, service pack 
2).  Tomcat cannot be stopped or started from the Windows services manager.  
The services manager will say that Tomcat has been started or stopped, but 
there's no change to Tomcat's status.  Starting and stopping Tomcat manually 
works fine.
