   Turning off privilege synchronizer by default.
   
   ### Why are the changes needed?
   priv sync becomes expensive in lot of env depending on number of tables, table width etc. And not many are using it (i.e information_schema). Hence turning off by default and let users choose to enable it on need basis.
   
   ### Does this PR introduce _any_ user-facing change?
   no
