    @fhueske very sorry about this decade-long delay... I was working on some relocation stuff for the past few months. 
    
    I have rebased and push a commit for fixing the PR comments:
     - Remove html in scaladoc
     - Add type for DataStream
     - All the comments you have posted
    
    Except moving all Java and Scala IT cases to a single `StreamingMultipleProgramsTestBase`, I'm working on this right now.
