[s2] archetypes

Hi

I was trying to create a project as described here:
http://struts.apache.org/2.1.8.1/docs/struts-2-blank-archetype.html

If failed due to issue https://issues.apache.org/jira/browse/WW-3366

The issue is months old.

If the issue takes so long to get fixed why would someone change
the documentation to include a note about the workaround?
