Small Bug in accounting servicedef

Hello all,

accounting/servicedef/services_agreement.xml has a small bug in XML Prolog:
we need not "?xml version="1.0" encoding="UTF-8" ?>",
but "<?xml version="1.0" encoding="UTF-8" ?>".

This, probably doesn't reqired a Jira issue or patch.
