Default iptables rules are not loaded because in iptables-persistent is trying to load configuration from the /etc/iptables/rules.v4. But the cloud-early-config is copying the iptables-router to /etc/iptables/rules.
So the cloud-early-config should be updated to copy the iptables-router to rules.v4
