Jenkins running slowly, issues.

Jenkins is running very slowly, also I see a number of seemingly stuck
jobs.... could someone take a look?

I've removed the stuck jobs. Also, we should probably restart Jenkins
but I ran out of time today, will do it tomorrow unless someone beats
me to it.
