Projects for GSoC 2017

Hi all,

GSoC 2017 (https://developers.google.com/open-source/gsoc/) is approaching.
We hosted one project last year. Wonwook designed and implemented a
stand-alone runtime for REEF for his GSoC project.
It would be nice to host one or two projects this year again. Since Apache
is already part of GSoC, we simply need to label JIRA issues for GSoC 2017.

We also need volunteers to mentor GSoC students. Two mentors per student
seem to work well.
