New committers - status

Just a note:

The three new committers will likely not get access until early next week.
At the moment, the owners of apache.org are busy doing a complete security
audit.

Also, unless there are any objections, I plan to grant these ids access to
both the axis and soap trees (and therefore commons and site) - with no
presumption as to which they choose to work on.
