REEF.NET has many APIs marked as {{public}} that really shouldn't be. The main reason for that is such that REEF itself can freely call those APIs. Instead, we should move all of those internal APIs to the {{REEF.Common}} project and mark them as {{internal}}. In turn, the other projects need to be declared friends with {{REEF.Common}} such that they still have access.

This JIRA is for the latter of these steps.
