Currently the gateway request is only displayed to the SciGaP admins. They should be able to edit the request.
Because;
1. User given portal URL could be already active and running.
2. If they have added some info which will generate errors in IS it need to be changed
3. WE might need to change the details they have given to make public

When editing the request admin should only be able to edit requests which are not APPROVED, CANCELLED or DENIED.
