Repro steps
1. Create cordova app
2. Add windows platform
3. Run command below
{code}
cordova run windows --target="Emulator 8.1 WVGA 4 inch" -- --phone
{code}

4. Observe 'Emulator 8.1 WVGA 4 inch 512MB'  is launched instead of 'Emulator 8.1 WVGA 4 inch'
