When the location property for a whiteboard servlet handling multipart uploads is set to the empty string, then this empty string is used as the location, resulting in the files tried to be created in the root of the file system.
Unfortunately the OSGi annotation HttpWhiteboardServletMultipart has the empty string as the default.
We should treat the empty string the same as null
