having trouble with AdminClient in step 6 of axis installation

when i run the command as given in the step 6 of the installation guide... 
it gives me the following error

Exception in thread "main" java.lang.NoClassDefFoundError:
javax/xml/parsers/ParserConfigException
at .....

can anyone please let me know what problem i may be having... basically i 
think somethings wrong with my classpath, but am not sure what. any help 
wud be welcome.
