[Bug 1782] - < and > are not quoted properly in HTML and XHTML output

The angle brackets (< and >) are not quoted properly by
org.apache.xml.serialize.HTMLSerialzier and
org.apache.xml.serialize.XHTMLSerializer. However,
org.apache.xml.serialize.XMLSerializer seems to work fine.
