[VOTE] Release Apache Parquet 1.18.0 RC2
Hi everyone,
I propose the following RC for release as the official Apache Parquet 1.18.0 release.
The commit ID is 0209dfb48d153f2f3e49a9f12addebe15c0f1d77
- This corresponds to the tag: apache-parquet-1.18.0-rc2
- https://github.com/apache/parquet-java/tree/0209dfb48d153f2f3e49a9f12addebe15c0f1d77

Tested against Iceberg and didn't encounter any regressions apart from expected changes around NaN stat collection.

I've verified the tarball checksum/signature and content. Built/tested the
source code. Verified the artifacts' content with Steve's Auditor tool.
Also validated the artifacts with Dremio build/tests. Everything passed.
