another case of Publishing Engine could not be initialized

Hello everybody,

 I have installed:
     jdk1.3
     cocoon1.8
     tomcat1.0
     apache webserver1.3.14

     on Windows 98

Everything is running, except for Cocoon...
When I try the Cocoon.xml example, I get:

Publishing Engine could not be initialized.

The FAQ says I probably have a cocoon.properties file from an older
version of Cocoon, and I should replace it, but this is the first time
install, so that is definitely not the case.

Anybody any hints?
