[PR] feat(spec): add issue-management-family spec formalising the 8-skill family [airflow-steward]

justinmclean opened a new pull request, #588:
URL: https://github.com/apache/airflow-steward/pull/588

   ## Summary

   Documents issue-triage, issue-reassess, issue-reassess-stats, issue-reproducer, issue-fix-workflow, issue-stale-sweep, issue-backlog-stats, and issue-deduplicate as a named family, following the pattern of repo-health-family.md and contributor-growth.md.

Covers: what the family does, where it lives, behaviour & contract (propose-then-confirm, dual-confirm for closures, draft-never-push for fix-workflow, evidence-only for reproducer), out of scope, five acceptance criteria, validation command, and known gaps (stale README, no pilot yet, Python-only reproducer, fix-workflow scope bound, docs/modes.md alignment).

Also updates uv.lock: resolves the skill-and-tool-validator dev-group pytest specifier to >=8.0 (was >=9.1.0 before running with --group dev).

   Validators: spec-validate OK; skill-and-tool-validate SOFT-only (pre-existing asf-coupling advisory hits, no new errors).

   Generated-by: Claude (Opus 4.7)

   ## Type of change

   - [ ] Skill change (`.claude/skills/<name>/`) — eval fixtures updated below
   - [ ] Tool / bridge contract (`tools/<system>/*.md`)
   - [ ] Python package (`tools/*/` with `pyproject.toml`)
   - [ ] Groovy reference impl
   - [ ] Cross-cutting (RFC, AGENTS.md, sandbox, privacy-LLM)
   - [X] Documentation (`docs/`, `README.md`, `CONTRIBUTING.md`)
   - [ ] Project template (`projects/_template/`)
   - [ ] CI / dev loop (`prek`, workflows, validators)
   - [ ] Other:

   ## Test plan

   - [X] `prek run --all-files` passes
   - [ ] For Python packages touched: `uv run pytest` / `ruff check` / `mypy` passes
   - [ ] For Groovy bridges touched: command-line invocation tested end-to-end
   - [ ] For skill changes: eval suite passes for the affected skill
         (`PYTHONPATH=tools/skill-evals/src python3 -m skill_evals.runner tools/skill-evals/evals/<skill>/`)
   - [ ] For skill *behaviour* changes: a new or updated eval fixture is included in this PR
(a regression test for the bug fixed / the behaviour added — see CONTRIBUTING.md)
   - [ ] Other:
