OS: Windows 10 Pro
Apache OpenOffice 4.1.5 Impress 
AOO415m1(Build:9789)  -  Rev. 1817496 2017-12-11 17:25

Open impress and create a new empty presentation with the standard default
choices on the wizard.
Under the properties tab on the right-hand side of Impress, there is a
paragraph section that is visible after selecting the text box field on the
slide.

Expand the Position and Size tab to see the similar fields as the Paragraph
tab.

Steps to reproduce:
Click off of the text box (outside of the blue highlighted border in the grey
area) and back on to the text box.
Do this twice and the unit of measure for the paragraph spacing changes of its
own volition. 

The first screen shot (Capture1.PNG) shows the unit of measure as cm, the
second screenshot (Capture2.PNG) shows it in inches after the indicated steps

Replicated the issue on Windows 10
Version : Apache OpenOffice 4.1.7

Unit of Measurement in Spacing section changes to Inch (") when you click on
and click out of the Text Area a  couple of Times. This issue happens with any
of the units available under Tools>Options>OpenOffice Impress>General

STEPS TO REPLICATE THE ISSUE
------------------------------
1. Open Impress 
2. Go to Tools>Options>OpenOffice Impress>General
3. Select a Unit of measurement different from Inch. e.g.Pica. Click on Ok.
4. Create a new presentation with a Title Text Area and Content Text Area
5. Click on the border of the text box
6. In Properties Sidebar expand "Position and Size"
7. Make sure that Unit of measurement  in Spacing and Position/Size  sections
is the same as the unit selected in step 3. In this case is Pi.
8. Click out off of the text box then click on the text box border again. 
9. Repeat step 8 four times
10. Click on Title Text box
11. Notice that unit of measurement in Spacing section has changed to Inch (")

The user is not able to modify the Spacing unit even if it is updated in
Tools>Options>OpenOffice Impress>General. So the user needs to create the
presentation again to have the proper unit of measurement.

I can confirm this on Linux Mint 18.3 
with AOO420m1(Build:9800) - Rev. 1844412
and AOO416m1(Build:9790) - Rev. 1844227


When I first click into the title or text box the unit is shown as inch and
changes with low delay to cm.

The permanent change of the unit back to inch is only shown, if the slide has a
layout wich includes a text box (wich is the default for the first slide). 

Inserting a second slide with another layout and clicking into the title box or
the bullet list of this slide shows cm with low delay but there is no
back-changing to inch.

Trying it again at the first slide reproduces the change to inch.

It was verified that this issue is still reproducible on Windows 10, with
version 4.1.6

In order to reproduce the issue, there are some configuration settings needed:

Steps to reproduce:
Make sure that the defaults value of 'Unit of measurement' is 'Inch' (Go to
Tools>Options>OpenOffice Impress>General)
Open impress and create a new empty presentation with the standard default
choices on the wizard.
Under the properties tab on the right-hand side of Impress, there is a
paragraph section that is visible after selecting the text box field on the
slide. (Only visible when clicking on the border of the text box)
Expand the Position and Size tab to see the similar fields as the Paragraph
tab.
Change 'Units of measurement' to Centimeters and repeat the reproduction steps. 

Repeat the following:
Click out off of the text box (outside of the blue highlighted border in the
grey area) and back on to the text box and ON THE BORDER OF THE TEXT BOX AND
REPEAT THIS SWITCHING BETWEEN THE TITLE AND THE BODY BOXES.
Do this UNTIL The unit of measure for the paragraph spacing changes of its own
volition.
