I found out that the problem lies in the implementation of org.apache.myfaces.shared.context.flash.FlashImpl. The method _isLastPhaseInRequest() called by doPostPhaseActions() does not return the correct result. In an immediate-true-button that redirects to another view has APPLY_REQUEST_VALUES as the last phase of the request. In 2.1.12 FlashImpl only RENDER_RESPONSE and INVOKE_APPLICATION are considered last phases.
