Arrow sync at 17:00 UTC (12PM Eastern) today

While we'd been meeting at 16:00, the DST time change in the US has
our calendar invite at 12:00 Eastern / 17:00 UTC. Perhaps for the next
sync, we can figure out how to change the invite to be UTC instead of
a DST-affected time zone.

All are welcome -- meeting notes will be posted to the mailing list after.
